In Osaka, including the double election of the prefectural governor and the mayor, the Osaka Restoration Party, which has more than a single majority in both the prefectural assembly and the city assembly, won a landslide victory. And just five days after the election, the Ministry of Land, Infrastructure, Transport and Tourism approved Osaka's IR development plan.

However, due to issues such as the soil problem in Yumeshima and the construction period after the Expo, it is expected to open between the fall of 2029 and the spring of 2030.

Osaka IR Co., Ltd. is a corporation established by Japan MGM Resorts and Orix at the end of 2021, with 20 companies including Suntory and Panasonic investing. Osaka Prefecture and City will jointly apply with Osaka IR Co., Ltd. by April to apply for the national zone certification review, and if Osaka is selected, an IR will open in Yumeshima from the end of 2029 to around 2030.

Following the recent announcement of the business plan for the Wakayama IR, the briefing session for residents, which had been postponed since November last year, will be resumed from the 28th of this month. The information session will be held 14 times in a week from the 28th to March 6th, including online participation. There will also be two public hearings in March. The briefing is to explain the IR business plan, and the public hearing is intended to reflect the opinions of the residents directly in the plan. In addition, if the number of applications exceeds the capacity, priority will be given to those who live in the prefecture.

Until March 10, Wakayama Prefecture is conducting a public comment pub-comment to solicit opinions from a wide range of citizens. A referendum implementation ordinance bill to ask whether Osaka IR is pros or cons was rejected by the city council. This was submitted as a demand by the Liberal Democratic Party city assembly that objected to the investment of 79 billion yen in public funds for soil contamination countermeasures in Yumeshima related to the Osaka IR. A local economic information site reported that American Bally's has submitted a proposal for an IR basic plan to the mayor of Fukuoka and economic organizations regarding IR in Fukuoka, which has been moving behind the scenes. The business plan calls for a total construction cost of 480 billion yen and annual sales of 249.5 billion yen. The location of the attraction has not been revealed, but it is believed to be Uminonakamichi, a coastal resort area in the northern part of Fukuoka City, which has been a strong candidate.

Bally's is a gaming company headquartered in Rhode Island, USA, which operates 14 casinos in 10 states and sportsbet in 14 states. Bally's in Las Vegas is owned by and is not affiliated with Caesars.

A draft business plan for the Wakayama IR has been announced, revealing the full picture. The IR is scheduled to open around the fall of 2027, and in 2030, it is expected that the total number of visitors will be 13 million, the direct employment will be 6,200, and the IR revenue will be 230 billion yen. The IR business will be operated by the newly established Wakayama IR Co., Ltd. Caesars, a major Las Vegas company, will participate in the operation of the casino.

The Osaka Prefectural City IR Promotion Bureau has canceled all briefings from February onwards due to the spread of the coronavirus infection, which was scheduled to be held until mid-February.
